Not to hate on FFVII and Sephiroth followers (lol), I never understood this villain. His behaviour was irrational, and his occasional outbursts annoying. I don't know how to pinpoint it more precisely, but I just found him annoying.

Necron from FFIX and Ultimecia from FFVIII almost tie. Necron was just too cheap of an ending for one of my favorite FF games. I don't think he was needed. Kuja displayed some incredible power throughout FFIX, so thought he should have been more of a challenge at the end of the game. While I would not have wanted to see him change forms, like so many other villians, I think that he should have withstood more than 4 or 5 attacks.

Then there was Ultimecia in FFVIII. Why exactly did she want to have time compression? What was she so pissed about? For some reason, I just never understood what was driving her to destroy everything.

Dyne. i was a really low level when i first faced him and he Pwned my arse over and over and over.

also the snake from FF7 i ran over the water and i was seven when i was playing and he kept getting me :(

I would say any of the Judges from FFXII - several were introduced and dispatched in such fragmented cut scenes that you had no idea what the purpose behind some of them even was. Further, I waited for months to fight them, and when you finally do, they go down faster than Paris Hilton on a Carls Jr. Burger set in Justin Timberlake's lap.

Since we are talking about annoying I would say almost any villain in the games counts, with the exception of the minor beasties that you gain most of your levels from.

So many of them were so badly dressed (Sephiroth, Seymour, the Queen from FFIX, Kuja), and they almost all talked either too much or not at all. Seymour blabbed for no reason, Sephiroth was always distracted by his own ego, Kuja was a little motor-mouth.

Speaking of Kuja...I thought he was supposed to be a she at first. It took until after that first battle in the rain soaked village to figure out that Kuja was male. What's that say about whether or not you could develop any connection to the villain in a story when you don't know what is going on in there?

I know Deleta wasn't really a villain in FFT, but he annoyed the hell out of me when I thought he was. Damn traitor.

The Queen from FF9..I couldn't stand her expressions.

Seifer from FF8(and his lackeys)I hated his expressions too. Raijin and Fuijin were extremely annoying(especially Fuijin with her CAPPED WORDS. GRR RAGE)

Seymour from FFX. Tried stealing Tidus's woman and had a gay voice.

Scarlet from FF7..she was such a tramp. Oh, and I hated that female Turk, too. Elena? Damn she was stupid.

I think as far as out of battle during cutscenes and stuff it would be Seifer, he just has that annoying attitude of thinking of himself as the best.

In battle I would say Kuja, I had to fight him a over a lot because of the extreme amounts of damage he would deal at once. It was mostly just a race to pull off as much 9999 damage attacks as I could before all my characters died. Necron wasn't annoying to me because I was lucky enough to beat him on the first try.

There are compelling villains, chaotic villains, poorly-conceived, contrived and complete abortions-of-imagination villains (*cough* Ultimecia *cough* Necron) but I don't know that any really annoyed me. Could Sephiroth count because he has the most annoying fans? Even Zorn and Thorn were mildly amusing, if not laugh out loud amusing like Gilgamesh or Ultros.

I think the game designers wanted her to have a sorta "arrogant accent." Yeah, that's right.

I sorta liked Ultimecia. It's probably just me, but sometimes I think we see too much of the main villain. Not knowing anything about her was sorta refreshing, in my eyes. It added an air of mystery.

But as for my least favorite villains, I'd have to vote Fuijin. Raijin's way of talking was, I'll admit it, very cool. Seifer was kickass, but with Fuijin I wasn't diggin' the pirate porn look. Seriously, dye your hair or something- you're what, in your twenties? With gray hair? Gimme a break....

Nah I think that a more spontaneous and unpredictable angry villian is more scary. Anger is more threatening and impulsive.

A less sensible person wouldn't take into consideration that it actually works both ways.

Spontaneity and impulsiveness do make a person more dangerous on a face-to-face level, but that kind of behavior seldom leads to large-scale damage. If you look at the greatest villains in fiction, as well as the most destructive people in history, very few of them are as you've described.

In fact, the only ones I can think of off the top of my head are the ones from FFIX. I can't speak for the villains in FFXII, having found the game to be so boring that I couldn't finish it.

I can't remember FF7 very well because I was rather young when I played it. I think Beatrix from 9 was a really good villian though, shes always stuck in my mind.

And to confirm what you said, she was actually a very calm and collected villian. Did you like her?

I think you are all being too harsh on Ultimecia. At the end of the game when Squall is lost in time after defeating Ultimecia he is at the orphanage and sees Ultimecia pass on her powers to Edea. Thus he is seing the beginning of the story as well as the end of the story.

Timeline (sort of)
1 - Edea became a sorceress when she received a sorceresses powers at the orphanage.
2 - Edea and Cid create SeeD to fight the sorceress if she became hostile.
3 - Edea gets possessed by Ultimecia of the future.
4 - Ultimecia of the future tries to compress time and gets defeated by SeeD.
5 - Ultimecia has to pass on her powers to someone before she dies and finds Edea at the orphanage in the time compressed world.
6 - Go to 1.

Classic time loop situation. The events will unfold over and over for eternity. So while you may think Ultimecia is redundant she actually is the catalyst for the whole story line.

Most annoying villain in my opinion is Garden Master Norg.

Im fairly fond of most of them from kefka onwards. The ones before him were fairly boring and not very developed for the most part. Zeromus and Ultimecia were annoyingly random given how late they showed up. Seymour had a very annoying personality but I guess it was the vice that drove me over the edge there. Kuja was a queen. Sephiroth, no real problems there. He only gets dissed by the spiteful old schoolers because he's popular. This Genesis guy irritates the hell out of me though. Kefka was very good. Maybe a little hard to take seriously at times. Making the main villain the comic relief is unusual. Vayne was a very good villain. No complaints there.

None of them overly annoying.

FFVI's "monster-in-a-box" fights. No matter who (or what) you're fighting. You think you're about to get something cool, but noooo. You get some pain in the neck monster and a junk item usually.

The exception to that rule would be KatanaSoul, though. He's actually a tough enemy with a stupidly powerful item.

I personnaly prefer hard bosses, I can only feel respect for them if they show me some good strategy, power or plain good evil. I don't like to see villans whine or make stupid mistakes. I usually don't judge them by appearance or voice tone, but I'll make an exeption. So I guess it's like this...

Seymour is too weak, doesn't show any strategy, I fail to see his reason for evil, exept: ''Poor me, Yuna doesn't like me.'' But he looks good. I like the Anima relationship. He has good battle theme.

Sephiroth is hard enough, I guess... good music... too many fans...lol

Seymour, first and foremost. Sephiroth for being totally and utterly overrated beyond comprehension. Finally, Kuja for being just far too odd and being a badly written character, he just came from nowhere with this 'I am the main antagonist' crap. At least with Kefka, he didn't just leap out of fucking Timbuctoo.

Anyway I'll have to say tha Sephiroth is the most annoying FF villan.

Its not just the in-game stuff, Its just general Sephiroth. I just can't stand him!

Seymore is near there as well but not as bad as sephiroth

Evrae, when you first fight him in Bevelle. When I was playing FFX for the first time he was the toughest boss for me. And with having to move the ship and Evrae constantly casting Haste on himself, it was really annoying.

I was going to say Sephiroth, but I don't find him annoying. Just very silly. Not the greatest villian. So, whatev.
