Becuase then you could have every character, the rumble would be dominated by Mario and his chums. Bowsers in the rumble.

The list still needs a considerable amount of work. Reducing it to 64 characters is not a good idea. Also, certain games are massively over-represented.

Cases in point:

We certainly don't need more Sonic characters than just Sonic himself.
Final Fantasy characters currently account for a little over 10% of the list.
Too many Silent Hill, Vagrant Story, and Dynasty Warriors characters.

Also, limiting it to playable characters is a questionable choice that you really need to consider thoroughly before making a decision about.

I'd actually say the Final Fantasy nominations should use one character from each major era: classics, PSX, and PS2.

I don't care much about Freeman being on there or not. I just don't think he fits very well. It isn't up to me though.

KOS-MOS (Xenosaga series) is the only one that I can think of right now who isn't on the list and should be.

I think Master Chief is a pretty good choice to put on there.

Also, Cloud was up there, but he was edited off I guess. I like it better without Cloud.
