You can get them from somewhere. I once downloaded an RPGMaker game that had all the sounds in it. So I casually ripped them for my own use. by the screen shot I think that's what "I am God" (What a fucktard username) did as well, judging by the screenshot.

You can only play it if you have RPGMaker 2000 (you have to pay for it). But you can do what I did and just steal the sounds from the sound effects folder :-P.
