I had epsxe a while back but being my dumbself, I system restored my computer and now I have to redo the whole config process, no problem right, wrong for some dick-headish reason I can install as many GPU plugins as I want, but my pc will tell me I don't have a GPU plugin, any solutions?

Try re-extracting epsxe (the newest available version), then put in your bios and plugins into the correct directories. You may also want to search the registry for anything epsxe related and delete those keys, before running the new extraction.
