So I decided to pick this game up again today since I was feeling nostalgic. Well, I already feel like not playing this. Reason? The way the ATB works in this game. I mean, I just HAVE to be doing something wrong here. Whenever I enter a command in a game like FFVIII or FFVII, I get an almost immediate response. In FFIX, that almost never the case. I use a command, and my character stands there, waiting for something, and usually the enemies get to go 2 or 3 times before that character will ever issue a command. This is even worst when I manage to give EVERYONE a command, which puts everyone on stand-by while my party gets raped by a boss. I can't even count how many times my Cures or potions never made it on time because that character just didn't act on time, even though I told them to do the action almost 3 full turns before. I always play FF in Active mode, so I tried using Wait mode for this one, and that didn't change anything.

Is there anything I can do about this? Is there some sort of timing I need to use? Thanks for any helpful responses or comments.

There may be nothing you can do cause by the sounds of it your game is fucked. FF8 did that too me cause it was all scratched.But it doesnt have to be scratched sometimes,FF games are testy.

Yeah, your game sounds messed up. IX generally has the better ATB system of the three PSX games. I'd recommend buying a new one, and since you live in the U.S. that shouldn't be too much of a problem.

it dose that to me becouse the the enermy's attacks take awhile and u can choose whiel the enermy is attacking and it goes in order

Meybe you should clean up the cds. It happens to me too, with my cds of ix with the difference that mine are copy. (im buying ix from ebay soon though).

If you cant fix it, then meybe you should get the games again.
