What are you talking about? There are many places you can download the .spc files for the game. All you have to do is transcode them to MP3. It's a quick and very simple process. Anyone can do it. For anyone who wants this soundtrack, and doesn't want to wait for someone to upload a transcode, just do it yourself:

1. Download foobar2000 (http://www.foobar2000.org/download).
2. Download foo_gep plugin (http://kode54.foobar2000.org/).
3. Download Sonic Blast Man .spc files (http://www.mediafire.com/?6qeflh9cce25hc9).
4. Cut and paste foo_gep files in the components folder of foobar2000.
5. Open the .spc files in foobar2000.
6. Convert the tracks to MP3 or whatever you want.

You may need to download the lame.exe (http://www.rarewares.org/dancer/dancer.php?f=292), and point the foobar2000 converter toward the file before you can transcode to MP3.
