You Guys Misunderstand. They do not get the game early, they get it the same as the rest of America. It is just that people who go to the place will be able to play the final retail version using playstation 2s already set up.
If NYC did get the game early, almost 90% of America's Population will try and fly/drive/walk to New York City and it would cause catostrophe.
