gs means game shark

My understanding it is possible to use gameshark to do that --- I'm pretty sure I've seen guides at GameFAQs providing the details on that.

No, the other thread was about some supposed cheat you could use to do it, then he edited his post to try to make it look like he wasn't posting some fake thing.

Why would any1 want to get cinna anyway? Cinna is a useless character, his best attack is 30. U can get him with gameshark (a hack/cheat program for games) but i would not bother to try out.

I did try it on an emulation hack thing though and it worked. but it sucks :)
