You need to find Dio and talk to him 128 straight times. He's "busy" you know, so he'll get annoyed and throw you in the prison again. That chick that helped you out before will hear about it and get you out, but you'll have to go through the jockey room and come out in the Chocobo Square. So when you do, be sure to get it, okay? You don't want to do it all AGAIN.

That is also the first part of the elusive 'grey matieria' quest

only people in the battle square at the moment are a guy who wants to kick the meteor's butt, the registration lady, and the guy wanting to buy stuff with his bp. Maybe I should get further in the story then he might appear
