I'd say Square thought that kind of end of a villain was awesome on FFIX so they did the same with Sephiroth in AC.

If you would play a few FF's, and actually paid attention, you would notice that Squeenix does reprise quite a few things, usually multiple times. Stuff as big as basic plot principles (the Crystal(s)), to stuff like moogles, the fanfare music, and spells. There is also the small fact that from FFI to FFIX, the battle system has received little more than cosmetic improvements.
