So, what exactly is the difference between the two titles. As far as I can tell they are listed as different games. So what is the difference between Final Fantasy Versus XIII and Final Fantasy XIII?

from wikipedia:

Final Fantasy Versus XIII (ファイナルファンタジー ヴェルサスXIII, Fainaru Fantajī Verusasu Sātīn?) is a video game for the PlayStation 3 which, alongside Final Fantasy XIII and Final Fantasy Agito XIII, makes up part of the compilation Fabula Nova Crystallis: Final Fantasy XIII [1]. Unveiled at E³ 2006, the game is "not merely a sequel, but a wholly independent story unfolding in a different world with different characters." The game will be developed by the team responsible for the hit Kingdom Hearts series. Tetsuya Nomura will be the director. [2]

Unlike Final Fantasy XIII, this game will be action-oriented. IGN have speculated this game could be out in 2008.

why they use the FFXIII title when it's a seperate set of characters in a seperate world is beyond me

I have a theory. They call it "the new tale of the crystals" correct?

Well, I'm going to make a theory now and say that one will be about the creation of said crystals, and one will be about the destruction.

I believe they will try and make some kind of "master villain race" which has been planting crystals in various planets (creating Lifestream, Spheres, and just the crystals from the classics) which do different things on different planets, for an experiment.

I believe that they will try and tie up all previous FF's, possibly with crowd pleasing "twists." (Jenova was a "master villain") (So was Necron. Etc)

A bit far fetched, but its the only thing I can think of, and, to be honest I hope it happens. I know the theory isn't perfect, with games like FFIV and VIII having no "crystalline" substance that I can think of, but its a guess.

Oh my god, they did.

Hahaha, I forgot. Been ages since I played that man. I'll really need to get that up and running again.

you know, i am currently writing a story that combines all the FFs. my friend says it's rally good and that it's amazing how i managed to tie up all the FFs stories together.

The games are linked together by common mytho about the crystals. Something like that anyway.

Then the significance about the title is also a matter of debate. I think It probably has to do with rewriting the cosmology quite a bit. Another thing, I think that they had a lot of trouble deciding which one would be FFXIII and they couldn't agree on which game to make, so they chose to make both of them. The forerunner concept in the race became FFXIII while the Runner upe became FFVersusXII. Once was meant to compliment the other, even if they are different worlds with different characters. My guess is since the two concepts seemed to compliment each other more than they competed, the game designers elected to make two of them... plus the cell phone game was thrown in too. I bet they really must have some management issues going on at Square-Enix, and that is probably affecting their decision making process.

Ever since I played FFTactics and got Cloud in my party and saw Aerith, I always wondered if Square would ever do something with all the FF stories meeting together.

Well obviously the difference between FFXIII and FFVersusXIII, is that the FF Versus XIII has way better music. I mean just look at it's trailer! Noticed how ever since Nobou stopped... wait I shouldn't really go there.

FFXIII and Versus XIII are just two differnet games, both in the same world, just with different characters. Just like Tactics advance and FFXII were both in Ivalice.
Its a bit of a shame that you only get to control one character (I Think), It just seems to get rid of the whole party system. I knew it would happen eventually, FFXII made it so you only actually controlled one character, while the gambits controlled the rest.

I don't wanna be a tightass, but FFXIII and Versus XIII are NOT in the same world. They just have the same mythology behind each game.
