Gainax (assuming that's who you're referring to, although it really doesn't make sense otherwise) was involved in several projects between Evangelion and FLCL, most notably His and Her Circumstances. Facts are your friends. They're easily accessible with that wonderful new internet invention, so there's no excuse for posting things that are so blatantly based on nothing but your own impressions.

This is apparently a subject of much debate and does not have a truly definitive answer, although based on what I've been able to dig up, yours is the most common assumption about its meaning, but also most likely to be at least partially incorrect.
