Cloud and Tifa are the only ones who have nowhere to go, so they stay near the highwind...
they chat some and then after a while tifa says:

"Words arn't the only way to express feelings..."

Same scene, only Tifa leaning her head on cloud as if she has just been very satisfied and have made some love with him.
he ofcourse being the man doesn't feel comfortable with this ( most guys actualy don't do after sex, o love it btw, my feminine side... :P ) and says "
we must go now" which only makes my point stronger!!!

Cloud realized at the the end he didnt love Aerith, Zack did. He loves Tifa. The Zack cells inside him caused him to have feelings for Aerith. its all explained throughout Crisis Core and even the original ff7 when cloud realizes hes not actually a 1st class soldier and all that jazz.
