Most of what I've seem from this game is that they reuse songs from the Street Fighter EX 1, 2 and 3 games, along with PlayStation One's Fighting Layer. So I think if you already have the OSTs from those games, technically you also already have Fighting EX Layer's OST!

Official soundtrack release announced, December 12th
More like all the soundtracks! There's stuff even from Fighting Layer and the arcade releases of EX 1 & 2 which already have rips out there and they even threw in the console arrangements of those games too. If someone gets this, it'll mean better quality versions of the older games' tracks.
