Her name is Belgemine. Here's how to get to her.

Hire a chocobo and take it to the entry near Macalania. Head right and you will see a broken bridge with a chocobo feather. Stand on it and hit X and your chocobo will jump across, now head right, to get to Remiem Temple

... and you'll find her in the large field of calm lands right beside the travel agency in the middle of a slope-like thing. just go to the left side of the travel agency and you'll see a person there and that's belgemine.
