I don't think Sin was created over and over again because its purpose is to punish Spira. Yu Yevon simply continued the summoning. Nothing was ever given to suggest that Sin was created to punish anyone, except, perhaps, the people of the Bevelle 1000 years ago.

Its obvious that Sin was just protection for Yu Yevon. As Bahamut/Fayth stated, Yevon is not good nor evil and who would know Yevon better than a fayth. I beleive the whole Sin is punishment thing was all started long ago in Bevelle out of fear seeing what Yevon had done to his own city.
