I really need remedies to refine to remedy pluses to get Doom Train but where do I get them???

Every item shop in the world sells them (bar the book, pet and junk shops).

Oops, I meant steel pipes. Where can I get steel pipes?
You get them from Wendigos but where are they?

Steel Pipes can be Mugged from Wendigos. You can find them in the forest on Galbadia, in which you had your second Laguna experience. Alternatively, you could mod six Elastoid cards, but I find Wendigos to be a more reliable source.
