After a solid listen, I would say this score does bring back a lot of themes from the 3 previous films. So much so that a few tracks I would say are pretty much note-for-note with a exception of some musical tweaking. It's not a bad thing at all, it's very welcoming to hear a much more clear representation of themes from the past films. The track "Las Vegas" for example I would say is a shortened version of "Waterloo" from Ultimatum and "Berlin" is a re-recording of "The Drop" from Supremacy. Other tracks do sound familiar to past themes which is certainly a fine thing for me. In a way, this score could be summed up as the 'Best of' from the franchise with John Powell returning and David Buckley helping out with this new outing of the series. Finally, the last track which is Extreme Ways by Moby isn't the best but it certainly is not the worst.

I'd hoped for some new sounding tracks but it's pretty much a copy of bits and pieces of other bourne soundtracks, like you say. Supremacy build on Identity and added a whole slew of new stuff, Ultimatum felt like more of the same with some new bits and pieces, but this seems even less original than BU.

At least, to my relatively untrained ear.

I think it's because of Powell's wife died earlier this year... That must have brought issues to his scoring duty (she was also his musical inspiration) and had to hire a co-composer for the film.
After I heard that sad news, my heart was broken. I cannot imagine what it must have been for Powell. I even feared that he would left the job, since the announcement of who would score the movie hadn't come yet.
