And if it does, was eac3to updated to latest version: 3.31?

You didn't mention anything abotu DTS-HD MA Suite.

Sound Forge doesn't support decoding lossless DTS-HD natively.
You would need to decode to WAV or FLAC, edit it in SF then export to WAV to encode to new DTS-HD stream.

Newest eac3to supporst dcadec library, which is bit-accurate over ArcSoft (and it's free over Arcsoft -- and still in development over ArcSoft).

by any chance, have you been able to see if Mockingjay 2 was mixed for 7.1?
Not a lot of movies usually get composed for anything greater than 4.0. But Atmos movies generally receive better mixes, except for commercial songs or if she decides to sing again for the end credits.
