There's this "Weapon Seller" hut which you need to go to with the Bronco. It's just north of the "Gongaga Area" as illustrated on the world map.
Map:

The guy will tell you that he gave the keystone to Dio, Gold Saucer owner so you gotta go there! This is also when you get to "date" one of the chicks!

I'm sure Tseng has it, then Sephiroth stabs him and he's on the floor, he tells you it's on the altar behind him, so, check there...

Have you tried GOING to the Temple, and going INSIDE the Temple? Probably where you've gone wrong.

Cloud1 if you read his opening post it quite clearly says that he goes through the door into the temple.

This could be a glitch in your game, otherwise try what Barret said and search around the building for a bit....

Actually, he never stated anything of the sort. Probably, your thing is mucked up.

yeah, one of the Turks is partially hidden behind something from what I remember, so maybe you should try and have a look around. Good Luck with it.

I don't think he is hidden at all, you automatically go to him, or you walk to him manually.
