Music has an influence on one's mood; i.e.: emo brings me down, or rock ignites an internal flame. But music is a product of one's mood and personality, and the tone of the song will effect the person listening. So in order to make good music, one's mood must have already been established. So the person makes the music, and their mood has an influence on all who listen whether negative or positive. So in that sense, it is the people that make people. The music is just a tool.

Rock doesn't inspire Punk as much as Punk inspired punk. I listen to Classic Rock, Soft Rock, Hard Rock, Metal, Heavy Metal, Speed Metal, Black Metal, death metal, and some goth industrial. No one has ever called me punk.

and yes, i do beleive that it can help form people, but i don't beleive that it is the only decideding factor.

it doesn't make them, but they go hand-in-hand. if you see someone dressed as a punk, you know they listen to punk. if you see a bubble-gum teen, you know they like bubble-gum pop. if you see a country dude, you know they listen to country.

They say music is the universal language. Everyone can related to a song which makes them happy, sad, etc. I'm pretty sure everyone's heard music they can relate to.

Though to answer the question, yes & no... would you really discriminate someone because of what music they play? I have a some good friends (and I'm usually friends with various races) where I don't agree with their music selection, but there are a few we like.

I have a few friends that can stand that rap shit. And others who listen to good music like me. But I judge a person on their character, not the rap crap they listen to. Most of the ones that do listen to rap though do get on my nerves from time to time.
