I'm currently playing through Saints Row IV and the music in the game uses the Wwise Engine, so the maximum quality you'll get is 128kbps VBR in OGG, from all the radio stations and background score.

If you still want the soundtrack, there are torrents up on rutracker.org that have them. I got The Third and SRIV from that site.
