You even get all his limit breaks! Here's how.

To do this you must...
1. Be in CHAPTER 4, before the Orbonne Monastery Battle.
2. You must have Mustadio(The Engineer) in your group.

Listen to the Rumor of the "Cursed Island" (Nelveska) at the bar in
Zeltennia Castle.

Buy a flower from the flower girl that looks like Aeris in Zarghidas
Trade City.

Go to Goug Machine City with Mustadio. Basrodio will look over a
steel ball found in the No. 57 Mine.

In the bar at Goland Coal City, listen to the Rumor of the "Ghost of
Colliery."

Get Beowulf to join your party in Lesalia Imperial Capitol.

Now, go back to Goland Coal City and complete the four battles.
When you save Reis, the Holy Dragon, have her join your party.
You will also receive the Aquarius Zodiac Stone in this city.
You will use it to activate the Steel Ball.

When you go back to Goug Machine City, the fearsome Steel
Giant will violently transform from the steel ball.

At the Nelveska Temple, you must defeat the evil Steel Giant
and recive another Zodiac Stone.

Return to Goug once again. The new Zodiac Stone will trigger
the Time Machine that will summon Cloud into the new world.
You almost have him! You still have to rescue him from
people that are picking on a flower girl that looks like Aeris.

Go to the Trade City of Zarghidas and protect Cloud from the
Thieves. If this does not happen, make sure the story has progressed
past dispute with your brother Dycedarg and the battle with his
metamorphosed soul, Adramelk. Cloud has no weapon when
he joins you. All he can do is defend! You can fix that problem.

Put the Chemist's "Move-find" ability and an additional
vertical jump (Lancer) on someone. Go to Bervenia and climb to
the top of the highest rock formation. There you will find the
Materia Blade, the sword Cloud can equip.

Cloud starts at level 1, you must build up his job points so you can
learn his limit breaks. You can learn all of the FF7 limit breaks.

That's it.

One thing:

Dont you have the option to buy the flower BEFORE you can get cloud?

Make sure you dont miss that...its extremely important.

I cloud really worth it? I'm leveling him up right now, but his abilities take so long to use. Is there something i'm missing or what?

hes good when you make good use of him
i have him as a monk, and he usually does around 500 dmg per hit

I was speaking more along the lines of his Limit breaks. With their charge time and everything they seem to be useless. Also, he can't even target a specific person like with magic. I even put short charge on him. Am I missing something or what?

I know, that's why I put short charge on him, but it still takes forever and they never hit for very much. Maybe he's still to low of a level....
That would probably explain why he gets killed all the time. I am such a dipstick
