However, I noticed that the PSG chiptune tracks that are a part of this game (besides the redbook audio tracks that are in the download) weren't included. Was there a problem with them, or were they a pain to add?

only music (real music) is in the redbook,
if you want to listen the Chiptunes you need .hes VGM files of this game King Tengu.

i am not sure if i have them in the Paranoia Dragon Rip (MP3 only)

Uggh... I tried to download the Legion chiptune mp3 file that you sent me, Simon B., but the FileFactory site says that it's not there anymore. :(

I was able to download this not even 2 months ago, so it's probably still there. Did you scroll all the way down to where there's a link for a re-upped file on mediafire?
